Housing Assistance Programs

Five County CAP proudly partners with other community organizations to provide housing assistance to our neighbors in need.

Deposit Assistance

One purpose of the Community Services Block Grant is to help overcome barriers to stability and self-sufficiency. Many individuals who can pay rent and/or utilities may not have deposits to move into an affordable housing units (rent is less than half of the gross monthly income).

Five County’s Deposit Assistance Program helps households with one-time rental/utility deposits.  Funding is limited and those showing greater self-sufficiency are prioritized.

What this program is:

  • Deposits given directly to landlords / utility companies

  • Deposits for rentals that are around 30% of household monthly gross income but not to exceed 50%

  • Help for working households in shelter who are not eligible for rapid re-housing assistance

  • Help for community members moving into more affordable housing

  • Help doubled-up families in the area who are living in unsafe housing (too many individuals than what city code allows).

  • One-time, once a grant cycle deposit into an affordable unit

What this program is not:

  • Homeless prevention

  • On-going rental assistance

  • Mortgage / down payment assistance (this program is for rentals only!)

  • A method to move into housing which is not affordable and reasonable for the living situation

  • A method of moving family members from out of the area for non-employment reasons (such as for retirement).

  • Funding for non-residents of the five county area

  • Deposit assistance for those who have already moved into a unit and have back deposits owed

Rental Assistance

At the heart of its mission, Community Action focuses on addressing the urgent needs of individuals and families who find themselves in the midst of literal homelessness or battling the imminent threat of eviction.

The Emergency Rental Assistance Program that was available during the Covid pandemic has ended. We do, however, have some other resources that may help you.

To provide vital assistance during these challenging times, Community Action administers a variety of grants tailored to this specific population. However, due to the overwhelming demand and limited financial resources, accessing this funding requires applicants to undergo a screening process - a necessary step to ensure that the assistance is allocated to those who need it most. Rest assured, Community Action remains steadfast in its commitment to alleviate the burdens of homelessness and eviction, working tirelessly to make a lasting difference in the lives of vulnerable community members.

Rapid Rehousing

The goals of Five County’s Rapid Rehousing program are to:

At Five County Association of Governments, our primary objective is to swiftly transition homeless adults and families from temporary shelters into permanent housing while maintaining fairness for both our clients and landlords. We understand the importance of providing intensive case management services to assure job placement, prevent individuals from returning to the streets, and connect them with vital resources essential for their stabilization and journey towards self-sufficiency. As part of our comprehensive approach, we equip our clients with housing toolkits, empowering them to develop the skills necessary to become responsible and informed tenants in the future.

Five County strives to follow the best practices established by the Utah Continuum of Care – Balance of State, the Utah State Homeless Coordinating Committee, and the US Department of Housing and Urban Development. Clients are selected based on greatest need, rather than being the first one on the waiting list. Selection for the program comes from the Community Housing Lists for the Washington and Iron County Local Homeless Coordinating Committees, with the input of community partners.

If you are literally homeless (sleeping in a car, sleeping outdoors, squatting in a place not fit for human habitation) and cannot get into shelter (Switchpoint, Dove Center, Iron County Care and Share, and Canyon Creek Services), Five County staff can provide assessments to place you on the housing list and provide you with a hygiene kit. If you are in Beaver, Garfield, or Kane counties, we may even be able to provide a hotel voucher for you.
