Employment Support

Through the Community Solutions Block Grant program, the Community Assistance Partnership (CAP) is able to extend its helping hand to individuals who find themselves below the 125% federal poverty level. CAP's support comes in the form of limited assistance, tailored to those in need. Fuel reimbursements serve as a crucial aid for individuals seeking or maintaining employment, ensuring that transportation barriers do not hinder their progress. Additionally, CAP offers assistance in obtaining essential documents like birth certificates and identification cards, which can greatly facilitate the employment search process. By recognizing and addressing the multifaceted challenges faced by those in need, CAP delivers comprehensive support to foster self-sufficiency and empowerment within the community.

Flexible Gas Vouchers

The flexible gas voucher program supports low-income households seeking or keeping jobs by providing gas reimbursements for verified travel to clients who meet specific conditions.

  • Drivers must provide proof of insurance and a valid driver’s license

  • Trips are for allowable uses only (going to job-training program, traveling to Utah Department of Workforce Services or comparable employment agency, traveling to a new job, maintain current job, etc.)

  • Either trip origins or destinations must be greater than ¾ mile from a fixed route stop

There is also limited funding for low-income seniors over 60 seeking medical assistance transportation, provided they cannot access Senior Transportation, LogistiCare services, or comparable opportunity. The conditions are similar to those for employment supports.

Ineligible reasons for transportation:

  • Medical – If on Medicaid or if other senior transportations available

  • Rides within St. George and Cedar City transit systems (although Community Action can assist with bus pass/bus voucher)

  • DMV visits (CSBG’s funding, as it’s a one-time occurrence)

  • Shopping is not an eligible reason for transport.

    1. Exception for clothing purchases directly related to job-seeking activities and picking up emergency food boxes

    2. Exceptions must be signed off by case manager in advance

    3. When driver is not reimbursed for side shopping trips, such side trips can still be integrated into trip by client and driver.

Bus Passes and Vouchers

The Social Service Block Grant (SSBG) and Community Service Block Grants (CSBG) assist low-income community members, victims of domestic violence, persons with disabilities, and seniors to become or remain self-reliant. Consistent with this goal, Five County Association of Governments uses SSBG funding to provide bus passes.
